Proposed confiscation of South Africa's privately owned mineral rights

The Department of Minerals and Energy has issued a draft bill which it calls "the Mineral Development Bill" (MDB). The MDB announces some laudatory goals and then institutes various means that are guaranteed to undermine the very goals enshrined in the legislation. The MDB is supposed to "provide for a legislative framework within which the nation's mineral wealth can be developed to its fullest potential" and that will "promote economic growth". Yet the Bill will destroy the possibility of either goal being realised.
